General Description of the Project:
A public informational and SEPA EIS scoping meeting was held in Ellensburg, Washington, on March 12, 2003.
At this meeting the Applicant presented a description of the project, reasons why the proposed site or location was selected, and a short summary of anticipated environmental, social, and economic impacts. EFSEC staff described the state’s siting process. A short presentation was also made by Michael Lufkin, the Counsel for the Environment, a Washington State Assistant Attorney General who represents the citizens of Washington State before EFSEC for this proposal.
Following the presentations, members of the public were invited to provide suggestions and comments regarding issues to be addressed in the environmental impact statement. The issues identified in the scoping process will be taken into account during the preparation of the environmental impact statement for this project.
EFSEC has also issued a State Environmental Policy Act (SEPA) Determination of Significance and Scoping Notice. Written comments concerning the scope of analysis in the EIS were accepted through March 14, 2003.
