Energy Northwest provided a SEPA checklist to EFSEC on September 9, 2026 in support of the conversion of an existing gravel parking lot into a 116-space paved parking lot, construction of a stormwater drainage system, and installation of one electric vehicle charging station on approximately 0.9 acres of previously-disturbed lands at the Columbia Generating Station (CGS) facility. EFSEC previously issued a Determination of Significance and Environmental Impact Statement (EIS) for CGS in 1972. EFSEC has determined that the proposed CGS Parking Lot Project does not substantially change the analysis of significant impacts and alternatives in the existing EIS and, in accordance with Washington Administrative Code Chapter 197-11-706, issues this Addendum to the EIS to reflect the minor changes and new information added to the environmental review of CGS.
EFSEC invites the public to participate in a comment period on the addendum running from September 17, 2026 to October 1, 2026 at 11:59pm. The addendum and its supporting documentation can be found below.
