Goose Prairie Solar and Ostrea Solar site visits

Members of the Energy Facility Site Evaluation Council (EFSEC) will tour both the Goose Prairie Solar facility and Ostrea Solar facility locations on July 7, 2026. The tour will begin at the Goose Prairie Solar facility location 12935 WA-24, Moxee, WA 98936 at approximately 1:00 PM and proceed to the Ostrea Solar facility location 28751 WA-24, Sunnyside, WA 98944 afterward. Since the site visit will establish a quorum (a majority) of council members, the visit is considered to be a special meeting and requires public notification. This notice is being provided as required by RCW 42.30.080 for special meetings under the Open Public Meetings Act.

The site visit is open to the public to the extent not disruptive to its purpose, but members of the public must provide their own transportation. We encourage you to carpool, if possible, to minimize fire risk and environmental impact to landowners. If you are planning to attend, please let us know by emailing efsec@efsec.wa.gov by the deadline of July 6, 2026.

Schedule (times are approximate):

• 1:00 PM to 1:45 PM – safety briefing/tour Goose Prairie facility
• 1:45 PM to 2:15 PM - travel from first facility to second
• 2:30 PM to 3:15 PM – safety briefing/tour Ostrea Solar facility

Those choosing to participate in the site tours will need to sign a waiver and take the mandatory safety briefing, before being permitted to enter the site locations. See sidebar for more information.

Please note that during this visit, the Council will take no action, and the purpose will be limited to observing the locations and surrounding areas of the project facilities. During this visit, no public comments or questions will be addressed by council or staff members.
