About Desert Claim

On November 6, 2006, Desert Claim Wind Power, LLC, submitted an application for site certification (ASC) for construction and operation of a 180-megawatt (MW) wind power project. On January 29, 2009, Desert Claim submitted a revised ASC. On December 4, 2009, the Council sent its recommendation for approval of the project based on proposed conditions for construction, operation, and site restoration in a draft site certification agreement (SCA). Governor Christine O. Gregoire approved the project and signed the SCA on February 2, 2010.

The certificate holder requested an amendment to the SCA on February 26, 2018, to reduce the size of the project and its footprint and use a different type of turbine than originally approved. On September 25, 2018, EFSEC published an addendum to the supplemental final environmental impact statement (SFEIS) and opened a 15-day comment period through October 10, 2018. After consideration of the additional environmental review that staff conducted, the Council approved the SCA amendment on November 13, 2018. On May 5, 2023, EDF Renewables requested a second SCA amendment to extend the deadline for completing construction by five years to November 13, 2028. The Council approved the requested amendment on October 18, 2023.
