About High Top Solar

EFSEC received the application for site certification (ASC) and an expedited process request for the High Top and Ostrea projects on April 7, 2022. On June 1, 2022, EFSEC convened a virtual informational public meeting and land use consistency hearing. At its public meeting on October 18, 2022, the Council voted to approve an order granting a finding of land use consistency. The Council issued an order granting expedited processing on November 15, 2022. 

EFSEC issued a mitigated determination of nonsignificance (MDNS) for the projects on October 1, 2022. After considering comments received during the 14-day public comment period, EFSEC issued a revised MDNS on October 28, 2022, and again on May 8, 2024. The Council submitted their recommendation to Governor Jay Inslee on February 17, 2023. He issued a decision, approving the projects on April 6, 2023.
