TUUSSO Energy, LLC, filed their original application for site certification (ASC) on October 16, 2017. They submitted an updated application on January 26, 2018. EFSEC issued a mitigated determination of non-significance (MDNS) for the project on February 27, 2018. EFSEC published a revised MDNS and granted the applicant's request for expedited processing on April 17, 2018. On August 22, 2018, EFSEC sent their recommendation package to Governor Inslee, who approved the project on October 17, 2018.

On August 20, 2019, EFSEC suspended Greenbacker, LLC's (formerly TUUSSO) site certification agreements for the project. On November 20, 2019, TUUSSO Energy submitted a letter requesting reinstatement of the site certification agreements for the project. This request was granted on November 25, 2019. On July 28, 2021, TUUSSO submitted a request to terminate two of the five project sites and transfer ownership to Greenbacker Renewable Energy Corporation. EFSEC approved the requests on September 21, 2021.
