About Ostrea Solar

EFSEC received an application for site certification (ASC) and a request for expedited processing for the Ostrea Solar and High Top Solar projects on April 7, 2022. On June 1, 2022, EFSEC convened a virtual informational public meeting and land use consistency hearing. At its public meeting on October 18, 2022, the Council voted to approve an order granting a finding of land use consistency. The Council issued an order granting expedited processing on November 15, 2022. EFSEC issued a mitigated determination of nonsignificance (MDNS) for the projects on October 1, 2022. After considering comments received during the 14-day public comment period, EFSEC issued a revised MDNS on October 28, 2022, and again on May 8, 2024. The Council submitted their recommendation to Governor Jay Inslee on February 17, 2023. He issued a decision, approving the projects on April 6, 2023.
