Ostrea Solar, a project applied for with High Top Solar project, is one part of two separate solar arrays with battery storage located on adjacent parcels of land 22 miles east of Moxee in Yakima County. Ostrea's array has the capacity to produce up to 80 megawatts of electricity.

Cypress Creek Renewables submitted a combined application for site certification (ASC) for Ostrea Solar and the High Top Solar projects.

Our Council submitted its recommendation to the governor for the Ostrea and High Top projects approximately 10 months after receiving the application for site certification (ASC).

About Ostrea Solar

We received an application for site certification (ASC) and a request for expedited processing for the Ostrea Solar and High Top Solar projects on April 7, 2022. On June 1, 2022, we convened a virtual informational public meeting and land use consistency hearing. In October 2022, our Council determined that the project was consistent with land use and zoning ordinances; and in November, it granted expedited processing.

We issued a mitigated determination of non-significance (MDNS) for the projects on October 1, 2022. After a 14-day public comment period, we issued a revised MDNS on October 28.

Our Council submitted its recommendation to Governor Jay Inslee on February 17, 2023. He issued a decision, approving the projects on April 6, 2023. We issued a revised MDNS in May 2024. The revision corrected a typo in the previous MDNS regarding the mitigation of a certain habitat type.
