Our Council

We are a six-person council with representatives from multiple state agencies. Learn about our current members and the organizations they come from.

About our work

Council members are responsible for reviewing applications for new energy facilities in Washington and recommending whether the governor should accept or reject them. A positive recommendation will include a draft Site Certification Agreement (SCA) with conditions for building and operating the facility. Through monthly meetings, Council members also oversee the construction, operation, decommissioning, and site restoration of approved energy facilities. 

Council members

The governor of Washington appoints our Chair. State agencies appoint the other members, who may be the agency director or someone the director appoints.

The following agencies may choose to appoint a voting Council member to a specific project council: 

Local governments also appoint Council members to specific project councils. See the following sections for details. 

Counties and cities 

County and city legislative authorities may appoint Council members when someone applies for a facility in their area. These members can vote on decisions. 

Port districts 

Port districts may appoint Council members when someone applies for a facility at that port and participate in Council discussions without a vote.
