About Whistling Ridge Energy

The Whistling Ridge Energy project was a proposed wind farm that would have been located in southeastern Skamania County. 

The Application for Site Certification (ASC) was filed by the applicant in March 2009. 

A recommendation package was sent to Gov. Gregoire in January 2012 and was approved by the governor in March 2012 for the construction of no more than 35 turbines. The recommendation was upheld in the Washington State Supreme Court in August 2013. 

Site Certification Agreement (SCA) extension requests were filed by the applicant in 2022 and 2023 and an ownership transfer request for the SCA was filed in 2023. 

In July 2024, EFSEC denied the extension and transfer requests, and declared the SCA for the project to be expired.
