EFSEC will hold an informational meeting immediately following the regular June council meeting to consider SCA amendments for the Columbia Solar and Goose Prairie Solar projects due to a change in ownership.
The public is invited to review the proposed revisions to the affected SCA agreements and submit comment. An online comment campaign will be available at: https://comments.efsec.wa.gov. Written public comments will also be accepted during the public hearing or may be mailed to the EFSEC office.

On February 24, 2026, Greenbacker (Certificate Holder) informed the Energy Facility Site Evaluation Council (EFSEC or Council) that it sold the Columbia Solar Sites to Altus Power, LLC (Altus) on December 17, 2025. Accordingly, Altus is requesting formal approval to transfer and amend the Columbia Solar Site Certification Agreements (SCAs) for the Camas, Penstemon, and Urtica Sites.
On April 29,2026, Brookfield (Certificate Holder) informed the Energy Facility Site Evaluation Council (EFSEC or Council) that it had a change in upstream ownership of the facility and the SCA will remain with Goose Prairie Solar, LLC. Accordingly, Brookfield is requesting formal approval to transfer and amend the Goose Prairie Site Certification Agreement (SCA).
EFSEC invites the public to participate in its consideration of these amendment requests. Pursuant to the Washington Administrative Code (WAC) 463-66-100, the Council must verify that a new owner has the organizational, financial, managerial, and technical capability to fulfill the terms of the SCA. If approved, the Council will authorize technical amendments to the SCA to formally record the changes in ownership. This process ensures the successor will comply with the terms and conditions of the original SCA and has the demonstrated capability to acquire and possess the project.
