Application submittal and review
Summary
On October 6, 2025, we received an Application for Site Certification (ASC) from Cascade Renewable Transmission, LLC, for the construction and operation of a 400-kilovolt high-voltage direct current (HVDC) transmission line located within the bed of the Columbia River and along the shores of Klickitat, Skamania, and Clark counties. The project also proposes approximately seven miles of underground upland trenching in Skamania County.
Description
With receipt of the application, EFSEC staff has begun its review of the application for completeness and compliance with statute (Chapter 80.50 RCW) and regulations (Title 463 WAC). The review process will include coordination with Oregon's Energy Facility Siting Council (EFSC/ODOE), the U.S. Army Corps of Engineers, and responsible state agencies. We will also schedule informational public hearings in the affected counties within 60 days of the submission, as well as land use consistency hearings.
