Description
Cascade Renewable Transmission, LLC, submitted a request for pre-application review on December 20, 2023, for a high voltage transmission project proposed for both Washington and Oregon, as well as buried in the bed of the Columbia River.
The high voltage transmission line is expected to create an interconnection between the Bonneville Power Administration Big Eddy substation near The Dalles, Oregon and the Portland General Electric Harborton substation located in Portland, Oregon. Between the interconnections, proponents plan to bury the cable bundle underground in Oregon to the edge of the Columbia River on each end and buried in the bed of the Columbia River in Oregon and Washington. Oregon will host most of the terrestrial components. The terrestrial components in Washington include approximately 7.5 miles of underground buried cable to bypass the dam, locks, juvenile fish passage, and tribal fishing areas at the Bonneville Dam.
In accordance with WAC 463-61-050, the proponents prepared a pre-application plan. The pre-application plan included: a project overview, approximate location, size, and capacity of the project; details of coordination with agencies and stakeholders; a tentative schedule; and a public participation plan.
We convened informational public meetings on February 6, 7, and 8, 2024, in each county within the state through which the proposed transmission line will pass. The Klickitat County meeting took place in White Salmon; the Clark County meeting in Washougal; and the Skamania County meeting in Stevenson.
