The determination of significance and request for comments on the scope of Environmental Impact Statement identifies six environmental elements:

• wildlife/habitat
• visual/aesthetics
• land use
• hazardous materials
• cumulative impacts
• socioeconomic impacts.

The 30-day public comment period began on May 1, 2026, and closes on June 1, 2026.

We provided agencies, affected Tribal Nations, and community members notice of a 30-day public comment period regarding the scope of the environmental impact statement (EIS).
