Steps in Environmental review

Decision on the likelihood of negative effects on the environment
We make a determination about whether, under the State Environmental Policy Act, an environmental impact statement is needed or whether it's possible to mitigate identified significant negative impacts using methods we recommend. This decision is called a SEPA threshold determination.
Defining the scope of an environmental impact statement (EIS) with public input
If significant effects on the environment are anticipated at a proposed facility, we need to define the full range of proposed actions, alternatives, and impacts (the scope) that an environmental impact statement (EIS) will analyze. In making that determination, we’ll notify and ask for comments from state agencies, tribes, the public, and the applicant.

An EIS provides information about a proposed facility’s impacts on the environment. It allows us to notify our Council and the public about any potential negative effects.
