Steps in Final recommendation and governor's decision

Proposed conditions for building and operating an energy facility
A draft SCA describes all the conditions a facility must meet during construction, operation, and decommissioning. It is presented to our Council for adoption and sent to the governor as part of our Council's recommendation to approve an application.
Our recommendation to the governor to approve or reject an application
Our Council votes on whether to recommend proposed energy facilities to the governor. The recommendation will include conditions for construction, operation, and decommissioning that applicants will need to comply with.
Official approval for building and operating an energy facility
The Site Certification Agreement (SCA) lays out all terms and conditions that apply to the construction and operation of an energy facility. It comes after the governor approves our recommendation to approve an application for site certification. It takes effect once the governor has signed it.
