Summary
Signed by the governor in October 2024, the Horse Heaven Wind project site certification agreement (SCA) requires the filing of required pre-construction plans and submissions 90 days before the start of construction. Construction cannot begin until the Council has approved all required plans and authorizations.
Description
Article IV of the site certification agreement, SCA, (pdf, 6.1 MB) outlines the plans, approvals, and actions required prior to construction. In most cases, the certificate holder must submit the required plans and submissions 90 days before the start of construction. The certificate holder must receive our approval of these plans and submissions before construction can begin. Appendix 2 of the SCA (pdf, 555 KB) has a complete list of the required mitigation measures, some of which relate to the current pre-construction phase.
The SCA requires the certificate holder to establish a pre-operational technical advisory group (commonly referred to as the PTAG) and to develop a project-specific ferruginous hawk mitigation and management plan for the Council’s approval. Council staff presented a draft plan to the Council at its meeting on September 17, 2025. After opening a period of public comment and receiving more than 50 comments, the Council approved the draft plan at its October 15, 2025, meeting.
