Summary
Signed by the governor in October 2024, the Horse Heaven Wind site certification agreement (SCA) requires the filing of required pre-construction plans and submissions 90 days before the start of construction. Construction cannot begin until EFSEC has approved all required plans and authorizations.
Description
Article IV of the SCA (link, 6.1 MB pdf) outlines the plans, approvals, and actions required prior to construction. The certificate holder must receive our approval of these plans and submissions before construction can begin. Appendix 2 of the SCA (link, 555 KB pdf) has a complete list of the required mitigation measures, some of which relate to the current pre-construction phase.
Uniquely for this project, the SCA requires the certificate holder to establish a pre-operational technical advisory group (PTAG) and to develop project-specific wildlife and habitat mitigation measures and management plans for the Council’s approval. The PTAG met for the first time in February 2025.
