To begin the process of siting and permitting a proposed energy facility, you’ll need to submit an application. It should provide details about you, the project, and the local area.

Before you apply

Submitting an application is the start of our siting process for new energy facilities. However, we encourage you to request a preapplication review of your proposed project first.  

A pre-application review allows us to check draft application materials and provide feedback. We may also suggest additional studies or input you’ll need for a complete application. While optional, it can help avoid unnecessary delays and expenditures. 

What happens after you apply

Whether or not you choose to use the pre-application process, the next step is to apply.  

Your application will describe your plans for building and operating the proposed facility. We’ll use this information to:  

  • Consider all environmental and socioeconomic impacts of the project  
  • Determine how to minimize any negative effects to the environment, ecology of the land and state waters, wildlife, and aquatic life  
  • Ensure that your plans meet the state’s construction and operation standards  

At the end of our review process, we may recommend that the Governor approve your application and sign a Site Certification Agreement (SCA). The SCA lists the conditions you must meet when building, operating, and decommissioning the facility.

Application process

When you’re ready for us to officially review a proposed facility, you may submit an application. Your application should include: 

  • Detail about you and your company 
  • Details about the proposed project’s design and features 
  • Expected impacts on the natural and built environments 
  • Plans for minimizing impacts 

Paying application fees

Once you apply, you’ll need to pay a deposit. We may also collect part of your deposit during the pre-application process.

Deposits help pay for the costs associated with reviewing your application. When you pay your first deposit, we’ll give you an account code. This code allows us to track and bill your costs correctly.
