First step in reviewing a proposed facility

We review an applicant's proposed project design and features, as well as the natural and built environments. We’ll check for any missing information and help make the application complete.

About this milestone

Our siting process officially begins when an applicant submits an application for site certification (ASC) and pays the $50,000 application fee. Applications need to address more than 60 subjects about the proposed facility’s environmental and socioeconomic effects. Applicants will also need to describe the steps they will take to reduce any negative effects.

Information needed in an application

The application must explain how the facility will meet our standards for building and operating an energy facility, including:

  • Details on the facility’s design, construction, and operation to ensure a clean and safe environment
  • How applicants plan to comply with state laws and the rules we use to check a facility’s compliance

Related steps

The information in the application provides the specific details we’ll need for State Environmental Policy Act (SEPA) review. If the application doesn’t have enough information for us to make a SEPA threshold determination, we’ll ask that the applicant provide the missing data.

We may work with an independent consultant to determine if the information in the application meets the requirements under state rules. If necessary, they may also help us prepare an environmental impact statement (EIS).

Document formatting and submission

Applicants need to send us their application in a digital format. Additionally, applicants need to provide:

  • Two physical copies to us
  • Physical copies to local governments and any intervenors

Facility and environmental information

In addition to the other requirements of Chapter 463-60 WAC, the application must include the following:

  • Land use plans and zoning ordinances that apply
  • Description of the site for the proposed facility
  • Legal description of the applicant and all nonprivate ownership interests in the land to be used
  • Summary of proposed ways to reduce the facility’s effects
  • Summary of pre-application consultation
  • Project proposal, including details about construction and operations
  • Detailed descriptions of the natural environment, including earth, air, water, habitat, vegetation, fish and wildlife, wetlands, energy, and natural resources
  • Detailed descriptions of the built environment, including environmental health, land and shoreline use, transportation, and socioeconomic impact

Applications for permits and authorizations

If the proposed facility requires any of the following permits, the applicant must also include applications for them:

  • Air emissions permit
  • Wastewater and/or stormwater discharge permit
  • Joint aquatic resource permit application (JARPA)
  • Notice of intents for statewide general permits
