Desert Claim - final recommendation and governor's decision

On December 4, 2009, we sent Governor Christine Gregoire a letter informing her that the Council had finished its extensive review of the Desert Claim project and recommending its approval based on our Council's Order No. 843, public and adjudicative hearings, the Final Supplemental Environmental Impact Statement, and the draft Site Certification Agreement. On February 2, 2010, the Governor approved the Council's recommendation and signed the Site Certification Agreement.

On December 4, 2009, the Council sent Governor Christine Gregoire a letter informing her that the Council had finished its extensive review of the Desert Claim project and recommending its approval based on their Order No. 843, public and adjudicative hearings, the Final Supplemental Environmental Impact Statement, and the draft Site Certification Agreement. On February 2, 2010, the Governor approved the Council's recommendation and signed the Site Certification Agreement.

On February 1, 2010, Governor Christine O. Gregoire signed the final site certification agreement (SCA) for the Desert Claim project.

On February 28, 2018, we received a request from Desert Claim Wind Power, LLC, to amend the SCA, reducing the number of proposed wind turbines to 31 and the generating capacity to no more than 100 megawatts. After producing an addendum to the Final Supplemental Environmental Impact Statement on November 1, 2018, the Council approved Amendment No. 1 to the SCA on November 18, 2018, with Resolution No. 343.

On May 5, 2023, Desert Claim Wind Power, LLC, request a second amendment to the SCA to extend the deadline for completing construction for an additional five years, ending in November 2028. On October 18, 2023, the Council approved the second amendment request with Resolution No. 353.
