Summary
On January 21, 2021, OneEnergy Renewables WA Solar 1, LLC (OER) submitted an application for site certification (ASC), proposing the construction and operation of Goose Prairie Solar.
Our Council sent their recommendation package for the project to Governor Inslee on October 19, 2021. Governor Inslee executed and signed the site certification agreement (SCA) on December 20, 2021.
On April 20, 2022, our Council approved a transfer of control of the SCA from OER to Brookfield Renewables.
On April 29, 2026, Brookfield Renewables submitted a request to our Council for approval of a transfer of control of the SCA.
On July 15, 2026, our Council unanimously approved Council Order No. 364, approving the transfer of control and authorizing technical amendments to the SCA.
Description
On January 19, 2021, OneEnergy Renewables WA Solar 1, LLC (OER) submitted an application for site certification (ASC), proposing the construction and operation of Goose Prairie Solar, an 80-megawatt solar project with an optional battery storage system in Yakima County. OER filed an updated, revised ASC on June 22, 2021.
Our Council sent their recommendation package for the project to Governor Inslee on October 19, 2021. Governor Inslee executed and signed the site certification agreement (SCA) on December 20, 2021.
On April 20, 2022, our Council approved a transfer of control of the SCA from OER to Brookfield Renewables.
On April 29, 2026, Brookfield Renewables informed our Council that Mustang Yieldco Acquirer, LLC acquired an ownership interest in Goose Prairie Solar, LLC. Brookfield requested that our Council approve a transfer of control of the SCA. Goose Prairie Solar, LLC remains the SCA holder, and no modifications were made to the SCA or the project itself. Mustang Yieldco Acquirer, LLC assumes legal responsibilities under the SCA, and Brookfield Infrastructure Income Fund provides operational and asset management services.
We held a virtual informational meeting regarding the proposed ownership change on June 17, 2026.
On July 15, 2026, our Council unanimously approved Council Order No. 364, approving the transfer of control and authorizing technical amendments to the SCA.
