Horse Heaven Wind Project - final recommendation and governor's decision

EFSEC published the draft site certification agreement for the Horse Heaven Wind project on April 1, 2024, and invited the public to submit comments by April 10, 2024, at 11:59pm.

After receiving and reviewing 973 public comments, the Council approved the project at the monthly council meeting on April 17, 2024, and sent the draft SCA, along with a recommendation report to the governor on April 29, 2024. 

On May 23, 2024, Governor Jay Inslee remanded the project back to the Council for reconsideration. After additional work, the Council produced a revised Draft SCA, which was sent with a revised recommendation to the governor on September 17, 2024.

EFSEC sent a recommendation report regarding the Horse Heaven Wind project to Governor Jay Inslee on April 29, 2024.

On May 23, 2024, Governor Jay Inslee remanded the project back to the Council for reconsideration. After additional work, the Council produced a revised recommendation and a revised draft site certification agreement, which was sent to the governor on September 17, 2024.

The governor reviewed, approved, and executed the revised site certification agreement (SCA) stating the Council evaluation of the project application was consistent with the statutory requirements and intent of Chapter 80.50 RCW and concurring with the Council's recommendation to approve the application.
