Final Site Certification Agreement (SCA)
Summary
Governor Gary Locke signed the original Site Certification Agreement in March 1997. Since then, our Council has approved two amendments, one in March 2001 and another in September 2008.
Description
On March 4, 1997, Governor Gary Locke signed the original site certification agreement for the Chehalis Generation Facility with a total generating capacity of 460 MW and capability to provide approximately 100,000 pounds/hour of steam to a process host.
Governor Locke signed the first amendment on March 6, 2001, which authorized an increase in generating capacity to 520 megawatts (MW) and other changes in the facility design and construction as well as changes to operational conditions as requested by Chehalis Power, the certificate holder, and reviewed by our Council.
On September 22, 2008, Chair James O. Luce signed Resolution 325 amending the SCA for a second time. The Order transferred responsibility over the Chehalis Generation Facility to PacifiCorp as the certificate holder from the sale of the facility.
