Chehalis Generation Facility - permits and compliance

On December 29, 2021, we issued the fourth five-year Title V Air Operating Permit (AOP) for the Chehalis Generation Facility, renewing the Title IV Acid Rain Permit as part of the AOP.

On November 12, 2002, our Council issued Resolution 301, and on March 10, 2003, our Council issued Resolution 304. Together, the resolutions determined that Chehalis Power had fully satisfied the water mitigation requirements of the SCA.

As part of the first amendment to the Site Certification Agreement, we issued a Final Approval of the Notice of Construction and Prevention of Significant Deterioration on April 10, 2001.

On September 14, 2021, our Council adopted Resolution 350, approving PacifiCorp's purchase of water from the city of Chehalis, according to the terms and conditions in the resolution. The resolution responded to a request from the Chehalis Generating Facility and the conditions of the Site Certification Agreement, specifically Article VI.A.7, which imposes various restrictions on the facility's use of water. 

On August 20, 2019, our Council members made a routine site visit and tour of the facility. 

The site certification agreement (SCA) required the Certificate Holder to present an initial site restoration plan to our Council at least six months prior to commencing construction. Chapter 463-72 WAC, Site Restoration and Preservation, provides details about deadlines for submitting an Initial Site Restoration Plan and Detailed Site Restoration Plan and required elements to be included in those plans to secure our Council approval.
