In addition to planning a facility’s design and operation, the certificate holder needs to describe how they will restore the local environment after decommissioning it or canceling construction.

About this milestone

All site restoration or preservation plans need our approval. These plans need to have enough detail to identify, evaluate, and resolve all major environmental and public health and safety issues. These issues include provisions for funding or bonding to meet restoration and preservation costs.

Site restoration plans also need to include schedules for implementing the proposed site restoration or preservation activities.

Milestone requirements
  1. The certificate holder will submit a site restoration plan at least 90 days before preparing the site for construction. If there is a decommissioning plan, the certificate holder will submit it at the same time.
  2. plans must have enough detail to identify, evaluate, and resolve all major environmental and public health and safety issues currently expected.
  3. Within 90 days of notifying us of the intention to terminate the facility, the certificate holder will submit a detailed site restoration plan.
  4. If the certificate holder cancels construction, they will submit a detailed site restoration plan at the earliest possible time we agree to. The plan should explain interim concerns and what the certificate holder is doing to address them.
  5. At least every 5 years or if the facility’s status changes, the certificate holder will review their site restoration plan and consider any new site conditions, technologies, and general project knowledge. The certificate holder will report the results of the review to us.
