Columbia Solar - permits and compliance

On September 5, 2019, our Council adopted Order No. 877, which suspended the site certification agreement (SCA) for the Columbia Solar project due to the certificate holders, TUUSSO Energy, LLC's, failure to pay costs incurred for inspection and determination of compliance with the SCA.

On December 6, 2019, Order No. 878 reinstated the SCAs for the project subject to the terms in the order regarding the payment of outstanding invoices and anticipated costs.

On September 21, 2021, Order No 880 terminated two of the original SCAs for the Typha and Fumaria sites and transferred the SCAs for the other three sites from TUUSSO Energy, LLC, to Greenbacker Renewable Energy Corporation.

The site certification agreement (SCA) required the Certificate Holder to present an initial site restoration plan to our Council for approval before preparing the site for construction. Submittal of detailed Site Restoration Plans for the Camas, Penstemon, and Urtica sites will be required prior to termination of the Columbia Solar project. Chapter 463-72 WAC, Site Restoration and Preservation, provides details about deadlines for submitting an Initial Site Restoration Plan and Detailed Site Restoration Plan and required elements to be included in those plans to secure our Council approval.
