Summary
On August 17, 2020, we received a request to amend the Grays Harbor Energy Center (GHEC) Site Certification Agreement for the 6th time.
The request asked for two revisions: (1) authorization to install General Electric's Advanced Gas Path (AGC) upgrade on Units 1 and 2, which was expected to increase operational efficiency and output; and (2) extension of the deadline for beginning construction on units 3 and 4 until February 18, 2028.
We held a public comment period on the GHEC proposed amendment from September 24, 2020, through October 6, 2020. In addition, we also convened a virtual public hearing on October 6, 2020, to take comments on the proposed SCA amendment.
On December 14, 2020, our Council approved Resolution 348, granting the first request and issuing an amendment to the SCA authorizing the request to install the AGP to increase combustion turbine output from 175 megawatts to 181.2 megawatts, while denying the second request.
Description
On August 18, 2020, we received a request to amend the Grays Harbor Energy Center (GHEC) Site Certification Agreement for the 6th time.
The request consisted of two distinct revisions: (1) to authorize installation of the AGP, an equipment and software improvement, on Units 1 and 2, which was expected to increase operation efficiency and output; and (2) extend the deadline for beginning construction on units 3 and 4 until February 18, 2028.
With Resolution 348, dated December 15, 2020, our Council approved the first request, issuing an amendment, and denied the second request.
