On March 30, 2004, our Council issued a determination of significance and a scoping notice, opening a 30-day window for public comments. In addition, our Council met with interested federal and state agencies and held a separate public meeting on the scope of an environment impact statement (EIS) in Ellensburg on April 22. After considering all comments, our Council issued a Scoping Summary report in June 2004.

On August 4, 2004, we issued a Draft Environmental Impact Statement (EIS) for the Wild Horse Wind Power project, opening a public comment period through September 10 and hosting a public comment hearing on August 24 in Ellensburg. Our Council adopted and issued a Final EIS on May 16, 2005.
After Puget Sound Energy (PSE) requested an amendment to the site certification agreement to expand the project, we prepared a Draft Supplemental EIS and adopted a Final Supplemental EIS on January 10, 2009.
On August 4, 2004, we issued a Draft Environmental Impact Statement (EIS) for the Wild Horse Wind Power project, opening a public comment period through September 10 and hosting a public comment hearing on August 24 in Ellensburg. Our Council adopted and issued a Final EIS on May 16, 2005.
On July 2, 2008, Puget Sound Energy (PSE) requested an amendment to the site certification agreement (SCA) to expand the project by adding additional turbines on an expanded footprint that would increase the project's generating capacity. We issued the Draft Supplemental EIS for a 30-day period of public comment on November 10, 2008. We issued a Final Supplemental EIS on January 15, 2009.
