Governor Christine O. Gregoire signed the original site certification agreement (SCA) for the Wild Horse Wind Power project on July 26, 2005.
Since then, our Council has approved and signed five additional amendments. Dated October 13, 2005, the first amendment transferred the SCA from Wind Ridge Power Partners, LLC, to Puget Sound Energy (PSE) under Resolution No. 314. With Resolution No. 315 adopted on February 2, 2006, our Council approved a second amendment based on a December 13, 2005, request to realign a portion of the feeder transmission line and to relocate the maintenance facility and increase its size.
Resolution No. 319 dated February 13, 2007, our Council approved the third amendment to the SCA to allow installation of an exempt well provided PSE continue to implement mitigation measures identified in the SCA.
Amendment 4, confirmed by Council Resolution No. 321 on April 10, 2007, approved the installation of a 500-kilowatt Solar Demonstration Facility, delaying restoration of two previously disturbed areas within the boundaries of the project site.
With Resolution No. 326 dated January 22, 2009, our Council approved a fifth SCA amendment expanding the project and its boundaries to add 22 new wind turbines and increase Wild Horse's generating capacity.
