Summary

Prior to beginning construction, the Certificate Holder had to file several plans with us for approval. Prior to construction, the site certificate holder, Puget Sound Energy acquires coverage under the National Pollution Discharge Elimination System (NPDES) Construction Stormwater General Permit. Coverage for this project took effect on March 31, 2009.

Summary

We maintain regular contact with the certificate holder. Our Council receives a report on any non-routine matters related to the facility at our regular monthly meetings. From time to time and based on the conditions in the site certification agreement, the certificate holder will provide reports to us, or we may visit the project site.

On May 22, 2019, our Council conducted a site tour at the Wild Horse Wind Power facility. Puget Sound Energy submit annual submitted habitat monitoring reports for 2017 and updated from their Technical Advisory Committee.

Site restoration

Summary

According to the terms of the site certification agreement, Puget Sound Energy bears responsibility for restoration of the site at the conclusion of the facility's operating life.

Description

The site certification agreement (SCA) required the certificate holder to present a decommissioning plan with the active participation of Kittitas County to our Council for approval prior to beginning site restoration. Prior to project termination, the certificate holder must submit a detailed site restoration plan for Council approval. Chapter 463-72 WAC, Site Restoration and Preservation, provides details about deadlines for submitting an Initial Site Restoration Plan and Detailed Site Restoration Plan and required elements to be included in those plans to secure our Council approval.
